He served as Special Advisor to the Managing Director of SIFCA Group, Head of Office of the United Nations Organization Mission in the Democratic Republic of the Congo (MONUC) in Ituri (2006-2007), Head of Political Affairs of MONUC (2002-2006), Minister for Foreign Affairs (2000), Ambassador to the United States, the Bahamas, Mexico, Brazil and Colombia. He graduated from the University of California (UCLA) and John Hopkins University.
