Paul Sheard est chercheur au Mossavar-Rahmani Center for Business and Government de la Harvard Kennedy School. M. Nabil Fahmy
Doyen émérite à l’American University in Cairo. Il a fondé la School of Global Affairs and Public Policy en 2009 mais il est aussi diplomate de carrière. Il a été ministre des Affaires étrangères de l’Égypte de juillet 2013 à juin 2014. Au cours de sa carrière diplomatique, longue de plus de trente ans, il a été ambassadeur aux États-Unis entre 1999 et 2008 et au Japon entre 1997 et 1999 et il a occupé de nombreux postes au sein de gouvernements et d’organisations internationales. Son travail porte essentiellement sur la sécurité internationale et régionale, le désarmement et la non-prolifération, la résolution des conflits et la diplomatie arabo-israélienne. Il a été président du Conseil consultatif des Nations Unies chargé des questions de désarmement et vice-président de la première commission de l’Assemblée générale des Nations Unies chargée du désarmement et de la sécurité internationale. Actuellement, il est président du conseil d’administration du Centre régional du Caire pour l’arbitrage commercial international. Il siège au sein de plusieurs conseils académiques et instances de réflexion à l’échelle internationale. Il est également chroniqueur et auteur de plusieurs ouvrages consacrés à la diplomatie du Moyen-Orient et aux relations internationales.
Serge Ekue
Président de la Banque Ouest Africaine de Développement (BOAD), l’institution de développement de la finance des États membres de l’Union économique et monétaire ouest-africaine (UEMOA). Avant son arrivée au sein de la BOAD, ce célèbre expert avec plus de vingt ans d’expérience internationale en finance mondiale, financements structurés et marchés de capitaux, dirigeait les activités de la Banque de financement et d’investissement (BFI) de Natixis pour le Royaume-Uni à Londres. Il a cumulé cette responsabilité avec celle des Solutions de marchés pour l’Europe, le Moyen-Orient et l’Afrique (EMEA). M. Serge Ekué a par ailleurs été responsable des Départements Afrique et Russie de Natixis. Entre 2010 et 2016, il a dirigé les Activités de marchés de Natixis pour la zone Asie-Pacifique avant d’assumer la Direction générale de la banque basée à Hong-Kong. Il est détenteur d’un Executive MBA d’HEC Paris, d’un DESS Banques-Finances de Paris V et d’un diplôme de l’institut d’études politiques de Bordeaux.
Rola Dashti
Rola Dashti est une éminente économiste koweïtienne connue pour son engagement en faveur des droits des femmes, de l’égalité des sexes et de la réforme démocratique. Elle est actuellement secrétaire générale adjointe et secrétaire exécutive de la Commission économique et sociale pour l’Asie occidentale (CESAO). Elle a été membre du Conseil suprême de planification au Koweït. De 2012 à 2014, elle a été ministre de la planification et du développement et ministre d’État aux affaires parlementaires. Mme Dashti a joué un rôle central dans la promotion d’un décret permettant aux femmes koweïtiennes de voter et de se présenter aux élections parlementaires. En mai 2009, elle est devenue, avec trois autres personnes, la première femme à être élue au parlement koweïtien. Elle a occupé des postes clés dans des institutions de recherche et de développement, comme l’Institut koweïtien de recherche scientifique, et a travaillé pour de grandes institutions financières et de développement nationales et internationales, comme la Banque nationale du Koweït et la Banque mondiale. Elle a également géré des contrats pour le programme koweïtien d’urgence et de reconstruction pendant la période d’invasion et de libération. Elle figure parmi les 150 premières femmes dirigeantes selon Business Week, parmi les 20 premières femmes d’affaires de la région arabe selon le Financial Times, et parmi les 100 Arabes les plus puissants du monde selon Arabian Business. Mme Dashti est titulaire d’un doctorat en dynamique des populations de l’université Johns Hopkins de Baltimore, d’une maîtrise en économie et finances de l’université d’État de Californie à Sacramento et d’une licence en économie agricole de l’université d’État de Californie à Chico.
Michel Kazatchkine
Professeur de médecine émérite et diplomate, ancien directeur exécutif du Fonds mondial de lutte contre le sida, la tuberculose et le paludisme. Il a été ambassadeur chargé du VIH/sida et des maladies transmissibles, et envoyé spécial du Secrétaire Général des Nations Unies pour le VIH/sida en Europe de l’Est et en Asie centrale. Plus récemment, il a été membre du Panel Indépendant sur la Prévention, la Préparation et la Réponse aux Pandémies institué par l’assemblée mondiale de la santé au décours de la pandémie de Covid-19.
Jacques Biot
Administrateur de sociétés, enseignant et consultant senior, avec une carrière internationale couvrant l’enseignement supérieur, les sciences de la vie, l’innovation et les politiques publiques. Son parcours est marqué par une constante : valoriser l’impact économique et sociétal de l’innovation scientifique et technologique. Il a été président exécutif de l’École polytechnique de 2013 à 2018, où il a conduit une transformation stratégique majeure, renforçant la recherche, l’internationalisation et l’entrepreneuriat, tout en développant de nombreux partenariats académiques à travers le monde. Auparavant, il a fondé et dirigé pendant vingt ans le cabinet de conseil JNBD, spécialisé dans les industries de santé. Il a également occupé des fonctions de gouvernance au sein des Laboratoires Guerbet, dont il a été vice-président non exécutif. Jacques Biot est aujourd’hui engagé dans l’enseignement et la gouvernance universitaire à l’international, notamment en Chine, et préside le conseil d’administration de Huawei Technologies France. Ancien élève de l’École polytechnique et ingénieur en chef des Mines, il est Officier de la Légion d’honneur.
Jean Kramarz
Actuellement directeur des activités Santé du groupe AXA Partners, Jean Kramarz est spécialiste du développement de services en santé en France et dans le monde. Avant de rejoindre le groupe AXA au sein duquel il a lancé la téléconsultation grand-public en France, il a notamment été directeur des nouveaux services du groupe Malakoff-Médéric, directeur du développement d’Europ Assistance, directeur des filiales internationales de santé du groupe Gras Savoye. Il a aussi travaillé dans le secteur public notamment à la direction des hydrocarbures et à la direction automobile du ministère de l’industrie, ainsi qu’à la direction du Trésor du ministère des finances. Jean Kramarz est un ancien élève de l’IEP de Paris et de l’Ecole nationale d’administration.
Daniel Andler
Professeur émérite de Sorbonne Université et membre de l’Académie des sciences morales et politiques. Il a débuté sa carrière comme mathématicien, spécialiste de logique, enseignant notamment à Paris 7. Il a ensuite été professeur de philosophie des sciences à Lille, Nanterre et Paris IV. Il s’intéresse particulièrement aux sciences cognitives et à l’intelligence artificielle et à leurs retombées dans différents domaines, dont l’éducation, la décision collective et les politiques publiques. Il a fondé et dirigé le Département d’études cognitives de l’Ecole normale supérieure. Godefroy Galas
Directeur adjoint du cabinet du DG de la direction générale des entreprises (DGE), administration française rattachée au ministère de l’Économie et des Finances, Godefroy Galas contribue à la conception et de la mise en oeuvre des politiques publiques concourant au développement des entreprises. Il était précédemment analyste technique au sein de la Sous-Direction Opérations de l’ANSSI, l’agence nationale française de cybersécurité. Karim El Aynaoui WPC – Health
President of the Policy Center for the New South, and Dean of the Faculty of Economics and Social Sciences and Executive Vice-President of the Mohammed VI Polytechnic University. From 2005 to 2012, he worked at the Central Bank of Morocco as the Director of Economics, Statistics and International Relations. Prior to this, he served as an economist at the World Bank. He holds scientific and advisory positions in various institutions, including the Malabo-Montpellier Panel, the Moroccan Capital Market Authority, and the French Institute of International Relations. Former Executive Vice-President of Ifri. Previously, he was in charge of the Security Studies department at Ifri. He was formerly Managing Partner at EFG Bank in Geneva. He previously worked as a money market dealer at the Al Saudi bank in Paris, then as treasurer for Europe at the National Bank of Abu Dhabi in Paris. He received a degree in economics from the University of Neuchâtel and an advanced management degree from the École des Cadres de Lausanne.
Tedros Adhanom Ghebreyesus WPC – Health
Director-General of the World Health Organization since 2017. Prior to his election, he served as Ethiopia’s Minister of Foreign Affairs from 2012 to 2016 and as Minister of Health from 2005 to 2012. He holds a PhD in Community Health from the University of Nottingham and a MSc in Immunology of Infectious Diseases from the University of London. He is globally recognised as a health scholar, researcher, and diplomat with first-hand experience in research, operations, and leadership in emergency responses to epidemics. Throughout his career Dr Tedros has published numerous articles in prominent scientific journals, and received awards and recognition from across the globe.

He holds a Master in Agronomy from the Institut national agronomique Paris-Grignon, a MBA and a PhD in Socio Economics from Cornell University.
Michael van den Berg WPC – Health
Michael is a policy analyst at the OECD, and is specialized in health systems performance assessment, quality of care, performance indicators and primary care. His current work is driven by the ambition to move towards a new generation of indicators that will enhance international learning on the value of healthcare as reported by patients themselves. He is passionate about international collaboration and as a member of the OECD Health Division, he helps countries achieve high-performing health systems. Michael studied sociology, wrote a PhD thesis in the area of primary care and has been working on health services research and policy advice more than eighteen years. Michael is managing the development of an international survey of chronic patients within the framework of OECD’s Patient Reported Indicator Surveys initiative.
Elhadj As Sy WPC – Health
Elhadj As Sy is the Chair of the Kofi Annan Foundation Board, and Co-chair of the WHO/World Bank Global Pandemic Preparedness Monitoring Board (GPMB). In addition, Mr. Sy is also a Commissioner for the Global Commission on Climate Adaptation, Governor at the Wellcome Trust, and a member of the Governing Board of Interpeace as well as numerous other boards and organizations. Mr. Sy has extensive experience in leadership roles in the humanitarian, health, environment, development sectors, and has previously served as the Secretary-General of the International Federation of Red Cross and Red Crescent Societies (IFRC) – the world’s largest humanitarian network. Prior to this appointment, he served at a senior level with UNICEF, UNAIDS, the Global Fund to Fight AIDS, Tuberculosis and Malaria, and other agencies for more than 25 years. For instance, Mr. Sy was UNICEF’s Director of Partnerships and Resource Development in New York, and from 2005 to 2008, he was Director, HIV/AIDS Practice with the United Nations Development Program in New York. Before that, he worked with the Global Fund to Fight AIDS, Tuberculosis and Malaria as Director of Operational Partnerships and Country Support in Geneva. Mr. Sy graduated from the University of Dakar, the University of Graz, the Diplomatic Academy in Vienna and the École normale supérieure in Dakar.

He began his career in the United States where he held several research positions, most recently at the Center for Molecular Genetics at the University of California, San Diego, and at the Scripps Research Institute, La Jolla, California, in Dr. Dennis Burton’s laboratory. Michael Møller WPC – Health
Chairman of the Diplomacy Forum, Geneva Science and Diplomacy Anticipator; Senior Advisor, Macro Advisory Partners; and Member of the Board of the Kofi Annan Foundation. Former Under-Secretary-General of the United Nations and Director-General of the United Nations Office at Geneva (2013-2019). He served as Executive Director of the Kofi Annan Foundation (2008-2011) and as UN Secretary-General’s Special Representative for Cyprus (2006-2008). Between 2001 and 2006 he was Director for Political, Peacekeeping and Humanitarian Affairs in the Office of the Secretary-General, while serving concurrently as Deputy Chief of Staff for the last two years of that period. He served as Head of the Office of the Under-Secretary-General for Political Affairs at UN headquarters (1997-2001). Biot currently serves as a Board-member or advisor to companies in the field of digital transformation and artificial intelligence, and a Trustee to several scientific academic institutions. He has international professional experience in higher education and research (First executive President of Ecole polytechnique, 2013-2018), life sciences (Roussel-Uclaf, Pasteur-Mérieux Serums and Vaccines, now parts of Sanofi; JNBD, strategic consulting firm in health technology, divested to ICON; and Guerbet, GBT, Euronext), industry and technology financing, and public administration (Prime Minister’s office). Nardos Bekele-Thomas is Resident Coordinator for Nations (UN) in South Africa. She was previously the Senior Director of the Office of the Secretary-General. She also served as the UN Resident Coordinator and UNDP Resident Representative in the Republic of Kenya and the Republic of Benin. Her interest includes promotion of human development; anchored on the principles of economic, social and political rights for all. She has excelled as a Private Sector Policy Adviser focusing on the promotion of trade and investment in African countries through private/public sector partnerships in the United States. She holds a Master’s Degree and a Ph.D. Candidate Certificate in Economic Development, Monetary Economics and Econometrics from New York University (NYU). She is the author of several papers and monographs, and she is fully bilingual in French and English.

He also worked in the French public sector, including in the Oil & Gas and Automotive Departments of the Ministry of Industry and in the Treasury Department of the Ministry of Finance. Vice President of Advanced Concepts, Airbus, Munich, Germany. Before joining Airbus in 2004, he worked as a self-employed Security Policy Analyst and Consultant. Among many other functions, he served as President & CEO of the Institute for Strategic Analyses which he founded in 1992. He is an Honorary Professor for Foreign Policy at the University of Cologne. He began his career as a Research Associate at the Stiftung Wissenschaft und Politik. From 1990 to 1994, he served successively as Security Policy Analyst on the Policy Planning Staff of the German Minister of Defense and Security Policy Advisor to the Chairman of the Defense Committee in the German Parliament.
