Entre 1984 et 1997, M. Leung a \u00e9t\u00e9 secr\u00e9taire g\u00e9n\u00e9ral du comit\u00e9 consultatif de la loi fondamentale mais il a aussi occup\u00e9 des postes de direction durant toute la transition politique vers la cr\u00e9ation de la r\u00e9gion administrative sp\u00e9ciale de Hong Kong. Apr\u00e8s 1997, il a \u00e9t\u00e9 membre puis coordinateur du Conseil ex\u00e9cutif de Hong Kong. Il a fond\u00e9 le Belt and Road Hong Kong Centre et le Greater Bay Area Centre en 2017. M.
