Il a \u00e9galement \u00e9t\u00e9 directeur-g\u00e9n\u00e9ral adjoint du Bureau des Affaires \u00e9conomiques au minist\u00e8re des Affaires \u00e9trang\u00e8res du Japon (2002-2004), et assistant sp\u00e9cial du ministre des Affaires \u00e9trang\u00e8res japonais en 2004. Il a jou\u00e9 un r\u00f4le majeur dans l\u2019application de diff\u00e9rents accords de partenariat \u00e9conomique (APE) tels que les APE Japon-Mexique, Japon-UE et Japon-Inde.
