Il a \u00e9t\u00e9 ambassadeur de Roumanie en Autriche (2001-2005) et repr\u00e9sentant sp\u00e9cial du minist\u00e8re des Affaires \u00e9trang\u00e8res pour les probl\u00e8mes affectant la Mer Noire (2008-2009).
