Il a \u00e9galement \u00e9t\u00e9 vice-Premier ministre et ministre de la D\u00e9fense du Portugal (1995-1997) et commissaire europ\u00e9en \u00e0 la Justice et aux Affaires int\u00e9rieures (1999-2004).
