Il a \u00e9t\u00e9 officier de marine entre 1952 et 1955. En 1956, il est nomm\u00e9 attach\u00e9 pour le service international du D\u00e9partement d\u2019Etat (Foreign Service). Il a \u00e9t\u00e9 secr\u00e9taire d\u2019Etat adjoint principal aux Affaires europ\u00e9ennes de 1974 \u00e0 1977 puis ambassadeur des Etats-Unis au Luxembourg de 1977 \u00e0 1981.
