{"id":15413,"date":"2022-06-13T13:50:51","date_gmt":"2022-06-13T12:50:51","guid":{"rendered":"https:\/\/www.worldpolicyconference.com\/?p=15413"},"modified":"2022-06-13T13:50:51","modified_gmt":"2022-06-13T12:50:51","slug":"summit-of-the-americas-a-failure-before-it-started-us-experts","status":"publish","type":"post","link":"https:\/\/www.worldpolicyconference.com\/fr\/summit-of-the-americas-a-failure-before-it-started-us-experts\/","title":{"rendered":"Summit of the Americas, a Failure Before It Started: US Experts"},"content":{"rendered":"<div class=\"subtitle\">\n<p>The Los Angeles meeting \u00ab\u00a0looks to be a debacle,\u00a0\u00bb with the United States having no trade proposal, no immigration policy, and no infrastructure package.<\/p>\n<\/div>\n<div class=\" row clear\">\n<div id=\"div-gpt-ad-1530065278101-0\" data-google-query-id=\"CILYiY-7qvgCFdnc1QoddHgPfw\">\n<div id=\"google_ads_iframe_\/18910235\/Notas_interno_1x1_en_0__container__\"><\/div>\n<\/div>\n<\/div>\n<div class=\"txt_newworld\">\n<p>The Summit of the Americas \u00ab\u00a0was a failure before it started\u00a0\u00bb and \u00ab\u00a0nothing will come out of it of any substance,\u00a0\u00bb said Daniel Kovalik, an American lawyer who teaches international human rights at the University of Pittsburgh School of Law.<\/p>\n<p>The Summit is taking place in the absence of several Latin American leaders, including Mexican President Andres Manuel Lopez Obrador (AMLO), who boycotted the affair after its ideologically-driven host refused to invite Cuba, Nicaragua and Venezuela to the gathering.<\/p>\n<p>By unilaterally excluding Cuba, Nicaragua and Venezuela, the United States is trying to punish them because they \u00ab\u00a0try to have their own foreign policy,\u00a0\u00bb seek to \u00ab\u00a0go their own way economically\u00a0\u00bb and want to use \u00ab\u00a0their own resources for their own people&rsquo;s needs instead of allowing them to just be exploited by U.S. companies,\u00a0\u00bb said Kovalik.<\/p>\n<p>\u00ab\u00a0The United States is still trying to dominate those countries\u00a0and isolate them. The U.S. talks about freedom and independence, yet it doesn&rsquo;t honor those things for other people. The U.S. has never accepted other countries&rsquo; independence and still doesn&rsquo;t,\u00a0\u00bb he continued.<\/p>\n<p>\u00ab\u00a0For Mexico, not to come is huge, obviously &#8212; Mexico borders the United States; it&rsquo;s a huge trading partner with the United States; it&rsquo;s a very important country in the hemisphere,\u00a0\u00bb he said. \u00ab\u00a0For Mexico, to have an empty seat at the summit just says volumes.\u00a0\u00bb<\/p>\n<p>On Monday, AMLO said that \u00ab\u00a0there cannot be a Summit of the Americas if all countries of the Americas cannot attend\u00a0\u00bb and slammed what he called \u00ab\u00a0the old interventionist policies\u00a0\u00bb that lack respect for other countries and their peoples.<\/p>\n<p>Kovalik said the United States \u00ab\u00a0doesn&rsquo;t treat any country as an equal, not even its allies,\u00a0\u00bb referring to America&rsquo;s pressure on Europe to ban oil from Russia &#8212; Europe&rsquo;s main energy supplier &#8212; in the wake of the Russia-Ukraine conflict.<\/p>\n<p>\u00ab\u00a0Look at what they&rsquo;re doing to Europe right now. Forcing them to give up Russian gas and oil is going to destroy their economies. And I&rsquo;d say the U.S. doesn&rsquo;t care, but it&rsquo;s even worse than that. I think that was actually one of the intended goals of the sanctions,\u00a0\u00bb he noted.<\/p>\n<p>Richard Haass, president of the U.S. think tank Council on Foreign Relations, tweeted that he thinks the conference \u00ab\u00a0looks to be a debacle,\u00a0\u00bb with the United States having \u00ab\u00a0no trade proposal, no immigration policy, &amp; no infrastructure package.\u00a0\u00bb The\u00a0summit illustrates the hegemonic power&rsquo;s shrinking impact on the Western Hemisphere.<\/p>\n<p>\u00ab\u00a0The truth is the U.S. influence has been declining for a long time. The only way it&rsquo;s maintained its influence is by sheer brute force. That&rsquo;s true now pretty much throughout the world,\u00a0\u00bb the expert expounded. \u00ab\u00a0All it has is brute force, and that&rsquo;s not working because you can&rsquo;t control everyone all at once. I think the U.S. will continue to find its influence waning in Latin America.\u00a0\u00bb<\/p>\n<p>\u00ab\u00a0The irony is the U.S. is isolating itself. That&rsquo;s what it comes down to. The countries in the world are saying: Look, we are sick of this. We are sick of you telling us who we can talk to, who we can be friends with, and what kind of economy we can have.
