{"id":16468,"date":"2023-03-27T11:35:59","date_gmt":"2023-03-27T10:35:59","guid":{"rendered":"https:\/\/www.worldpolicyconference.com\/?p=16468"},"modified":"2023-03-27T11:35:59","modified_gmt":"2023-03-27T10:35:59","slug":"ukraine-ready-for-winter-battle-foreign-minister-tells-abu-dhabi-forum","status":"publish","type":"post","link":"https:\/\/www.worldpolicyconference.com\/fr\/ukraine-ready-for-winter-battle-foreign-minister-tells-abu-dhabi-forum\/","title":{"rendered":"Ukraine ready for winter battle, Foreign Minister tells Abu Dhabi forum"},"content":{"rendered":"<p><a href=\"https:\/\/www.worldpolicyconference.com\/wp-content\/uploads\/2023\/03\/the-national.png\"><img decoding=\"async\" class=\"alignnone size-full wp-image-16469\" src=\"https:\/\/www.worldpolicyconference.com\/wp-content\/uploads\/2023\/03\/the-national.png\" alt=\"\" width=\"217\" height=\"71\" \/><\/a><\/p>\n<p><strong>Nick Webster<\/strong><\/p>\n<p>Dec 11, 2022<\/p>\n<p>Dmytro Kuleba says a strategic victory in the war involves the entire international community<\/p>\n<p>Russian forces in Ukraine will struggle to fight in the winter because they have been poorly equipped and ill-treated, the Ukrainian Foreign Minister told the World Policy Conference in Abu Dhabi.<\/p>\n<p>Plunging temperatures and heavy snow have created new challenges in the invasion that began in February, with many towns and cities across Ukraine left without power due to Russian bombing raids.<\/p>\n<p>Addressing the conference from Kyiv by video link, Ukrainian Foreign Minister Dmytro Kuleba, whose home has been among those without power, said more than half of Ukraine\u2019s power generation facilities have been damaged or destroyed.<\/p>\n<p>\u201cOne of the reasons Ukraine has been able to repel these Russian attacks is because we have never relied on the weather or the seasons,\u201d he said.<\/p>\n<p>\u201cThe stakes are very high and nothing can stop our great soldiers or our people, who have suffered enormously.<\/p>\n<p>\u201cWe know our army needs to be well-equipped in the winter, just as in the summer.<\/p>\n<p>\u201cThe difference between us and the Russians is that we take better care of our soldiers, with better food and uniforms to survive in this environment.<\/p>\n<p>\u201cWe have seen how poorly equipped the Russian soldiers are, and also how poorly treated they are \u2014 this is a disgrace of the Russian army.<\/p>\n<p>\u201cMany Russian soldiers will suffer enormously because of the cold weather.<\/p>\n<p>\u201cWinter is a game-changer, we know that [Russian President Vladimir] Putin has not accepted the reality that Russia is losing the war and that Russia will not win.\u201d<\/p>\n<p>Mr Kuleba said Russia was using \u00ab\u00a0Second World War-era warfare\u00a0\u00bb by sending poorly trained soldiers, prisoners and private mercenaries such as the Wagner Group to fight.<\/p>\n<p>\u201cThey are sent in as cannon fodder \u2014 they are called &lsquo;one timers&rsquo;,\u201d he said.<\/p>\n<p>He said that showed \u00ab\u00a0human life does not matter to Russia\u00a0\u00bb.<\/p>\n<p>\u201cThis is the biggest difference with Ukraine.
