The fact that the Iranian regime felt emboldened to risk a direct strike on Israel attests to a changing world order in which Western power is increasingly open to challenge.<\/p>\n<\/div>\n<div class=\"article__body article__body--commentary  english\" dir=\"ltr\" data-page-area=\"article-body\">\n<p data-line-id=\"99c0a1c8d1b14d0ea4999a24808caac0\">BERLIN \u2013 With Iran\u2019s drone and missile\u00a0<a href=\"https:\/\/www.aljazeera.com\/news\/2024\/4\/14\/iran-attacks-israel-with-over-300-drones-missiles-what-you-need-to-know\" target=\"_blank\" rel=\"noopener\">attack<\/a>\u00a0on Israel on the night of April 13, the war in the Middle East has taken on a new dimension. For years, the conflict between Iran and Israel had been a \u201c<a href=\"https:\/\/www.washingtonpost.com\/world\/2024\/04\/16\/iran-israel-attack-shadow-war\/\" target=\"_blank\" rel=\"noopener\">shadow war<\/a>\u201d in which both sides avoided direct military strikes on each other\u2019s territory. Instead, the conflict reached furtively into the streets of Tehran, where there have been\u00a0<a href=\"https:\/\/www.aljazeera.com\/news\/2024\/4\/15\/bombs-and-viruses-the-shadowy-history-of-israels-attacks-on-iranian-soil\" target=\"_blank\" rel=\"noopener\">assassinations<\/a>\u00a0of Iranian nuclear scientists and engineers, and into war-torn areas of Syria, Lebanon, Yemen, and Gaza. In those hot spots, the so-called\u00a0<a href=\"https:\/\/www.washingtoninstitute.org\/policy-analysis\/axis-resistance-strategy-israel-hamas-war\" target=\"_blank\" rel=\"noopener\">Axis of Resistance<\/a>\u00a0\u2013 comprising Hezbollah (in Lebanon), Hamas (in Gaza), and the Houthis (in Yemen) \u2013 receives extensive support in the form of Iranian money, weapons, and training.<\/p>\n<p data-line-id=\"59f31ec078f940789711a8764e048d53\">The current war started on October 7, 2023, when Hamas launched an attack on Israel that\u00a0<a href=\"https:\/\/www.reuters.com\/world\/middle-east\/un-commission-accuses-israel-obstructing-oct-7-probe-2024-04-16\/#:~:text=Israel%20began%20its%20campaign%20against,hostages%2C%20according%20to%20Israeli%20tallies.\" target=\"_blank\" rel=\"noopener\">claimed<\/a>\u00a01,200 lives and 253 hostages. Israel soon hit back, and the war has been raging in Gaza ever since. As a result of the Israel Defense Forces\u2019 campaign to eliminate Hamas once and for all,\u00a0<a href=\"https:\/\/www.nbcnews.com\/news\/world\/israel-hamas-gaza-war-death-toll-reaches-30000-palestinians-rcna140843#:~:text=Israel%2DHamas%20war-,Israel%2DHamas%20war%20has%20now%20killed%20at%20least%2030%2C000%20Palestinians,to%20a%20World%20Bank%20report.\" target=\"_blank\" rel=\"noopener\">more than 30,000<\/a>\u00a0Palestinians have been killed, and the enclave has been laid to waste.<\/p>\n<p data-line-id=\"59f31ec078f940789711a8764e048d53\"><span style=\"font-size: 1rem;\">Despite these horrors and the appalling conditions in Gaza, the war is the latest chapter in a bloody conflict that Israelis and Palestinians have been fighting over the same stretch of land for almost 80 years. By contrast, Iran\u2019s direct attack against Israel represents something new. To launch a strike from\u00a0<\/span><a style=\"font-size: 1rem;\" href=\"https:\/\/www.cnn.com\/2024\/04\/14\/middleeast\/iran-israel-attack-drones-analysis-intl\/index.html\" target=\"_blank\" rel=\"noopener\">Iranian territory<\/a><span style=\"font-size: 1rem;\">, rather than operating through proxies, is to invite retaliation against Iran itself. The Iranian regime either must feel very sure of itself, or is under enormous pressure to make a show of strength, even if that means risking \u201copen war\u201d not only with Israel but also with the United States.<\/span><\/p>\n<p data-line-id=\"9735fcba4dba45a1a6fa0e05503f9232\"><span style=\"font-size: 1rem;\">The immediate trigger was Israel\u2019s\u00a0<\/span><a style=\"font-size: 1rem;\" href=\"https:\/\/www.reuters.com\/world\/middle-east\/israel-bombs-iran-embassy-syria-iranian-commanders-among-dead-2024-04-01\/\" target=\"_blank\" rel=\"noopener\">April 1 strike<\/a><span style=\"font-size: 1rem;\">\u00a0on an Iranian consulate building next to Iran\u2019s embassy in Damascus, where several members of the Iranian Revolutionary Guard Corps, including\u00a0<\/span><a style=\"font-size: 1rem;\" href=\"https:\/\/www.nytimes.com\/2024\/04\/02\/world\/middleeast\/iran-commanders-syria-strike-israel.html\" target=\"_blank\" rel=\"noopener\">two high-ranking commanders<\/a><span style=\"font-size: 1rem;\">, were killed. Though these were hardly the first casualties of Iran\u2019s \u201cshadow war\u201d in Syria and Lebanon, the Iranian leadership nonetheless felt compelled to respond.<\/span><\/p>\n<p data-line-id=\"b032c1d236e449048700777e5895c5de\">True, Iran did reportedly\u00a0<a href=\"https:\/\/www.arabnews.com\/node\/2493301\/middle-east\" target=\"_blank\" rel=\"noopener\">let the US know<\/a>\u00a0through informal channels that its counterattack was imminent, and no one was particularly surprised when it came. Nonetheless, the implications of the move are profound. The war is no longer an Israeli-Palestinian one over the same stretch of land; it has been regionalized \u2013 even globalized.<\/p>\n<p data-line-id=\"b032c1d236e449048700777e5895c5de\"><span style=\"font-size: 1rem;\">Looming ominously in the background is the potential threat posed by the Iranian nuclear program. Given the latest developments, this existential threat to Israel is becoming less hypothetical by the day. Will Iran take the final steps to cross the nuclear threshold, and does the mere possibility increase the odds of a war with Israel and the US? That is now the big question for the entire region.<\/span><\/p>\n<p data-line-id=\"78e8b9f4e8f44f969395cdd903212bf6\">Moreover, we know that Iran\u2019s aims extend beyond achieving regional predominance. The regime would welcome the replacement of the US-led international order by a more multipolar system in which great and emerging powers compete. To command a powerful position in this new international order will require nuclear weapons, access to state-of-the-art technology, and an end to the economic isolation implied by far-reaching Western sanctions. All this now looks to be within reach through its\u00a0<a href=\"https:\/\/www.washingtonpost.com\/world\/2024\/04\/17\/alignment-russia-china-iran-north-korea\/\" target=\"_blank\" rel=\"noopener\">deepening ties<\/a>\u00a0with China, Russia, and parts of the Global South.<\/p>\n<p data-line-id=\"78e8b9f4e8f44f969395cdd903212bf6\">Iran\u2019s theocrats know that they are in a fraught position domestically. Large-scale\u00a0<a href=\"https:\/\/www.cnbc.com\/2022\/09\/23\/mass-protests-in-iran-is-the-regimes-biggest-challenge-in-years.html\" target=\"_blank\" rel=\"noopener\">protests<\/a>\u00a0led by women, young people, and ethnic minorities (in\u00a0<a href=\"https:\/\/www.stimson.org\/2023\/protests-have-brought-irans-ethnic-minorities-persian-majority-closer\/\" target=\"_blank\" rel=\"noopener\">Kurdistan and Baluchistan<\/a>, for example) have discredited the regime, as has rampant\u00a0<a href=\"https:\/\/foreignpolicy.com\/2023\/02\/28\/iran-protests-corruption-khamenei-wealth-ghalibaf-soleimani\/\" target=\"_blank\" rel=\"noopener\">corruption<\/a>\u00a0among the ruling elite. The country\u2019s aging leadership no longer has any legitimacy; it is merely surviving through outright repression. But while relying on truncheons and bullets may work for a while, it is hardly a recipe for long-term success.<\/p>\n<p data-line-id=\"89ae86d835944c219f4ae4d25253dddc\">In geopolitical terms, however, the situation is completely different. Iran\u2019s theocratic regime is among the big winners of the transition away from the US-led world order. According to the International Atomic Energy Agency, Iran\u2019s nuclear program has\u00a0<a href=\"https:\/\/apnews.com\/article\/iran-iaea-nuclear-quarterly-report-bca494913fbc8ccc1621466fe9c221e6\" target=\"_blank\" rel=\"noopener\">advanced<\/a>\u00a0further than ever, putting it on the threshold of enriching enough weapons-grade uranium for a bomb. One also should assume that Iran has the technological know-how to build a nuclear warhead and the systems for delivering it.<\/p>\n<p data-line-id=\"163b6cf0dfd9423cb393890b017dc433\">In an increasingly favorable geopolitical landscape, Iran\u2019s marriage of convenience with Russia and China is of paramount importance, not least because it will allow the regime to escape its decades-long international isolation. As new and emerging powers seek to develop new multilateral structures beyond the reach of Western hegemony, Iran will almost inevitably benefit.<\/p>\n<p data-line-id=\"5c22fe0d23a54b1782b411bbe6b456fb\">The war in the Middle East must be understood in this broader context, which also includes Ukraine and Taiwan.
