En 1994, il a cr\u00e9\u00e9 le Service Palestinien de S\u00e9curit\u00e9 Pr\u00e9ventive (SPSP) \u00e0 Gaza. Il a exerc\u00e9 la fonction de conseiller pour la s\u00e9curit\u00e9 nationale en 2002 et en 2007 et de ministre d\u2019\u00c9tat \u00e0 la s\u00e9curit\u00e9 int\u00e9rieure en 2003.
