Ambassador-at-Large and Policy Advisor in the Ministry of Foreign Affairs of Singapore. From 2001 to May 2013, he served as second Permanent Secretary and then as Permanent Secretary of the Ministry of Foreign Affairs. He had previously served in a variety of appointments including as Director for Southeast Asia, Director for East Asia and the Pacific and as Deputy Secretary for Southeast Asia. He was also Permanent Representative to the United Nations in New York and Ambassador to the Russian Federation. He graduated from the Raffles Institution, the University of Singapore and Columbia University in New York.
