Professor of economic development at Seoul National University and Tübingen University. Formerly, he taught the same course at the Moscow Higher School of Economics. He has also taught economics at Seoul National University since 1977, as assistant, associate, and full professor until 2010, and is now a professor emeritus of the same university. He served as Director of the Institute of Social Sciences at Seoul National University, first Chairman of the Korean Electricity Commission and Co-Chairman of the Green Growth Committee of the Korean government. He holds a BE degree in electronics from Seoul National University and a PhD in economics from Northwestern University. He also studied energy economics and economic development.
