Pierre Lévy, Ambassador of France, is Chairman of the Board of the Institut des hautes études de défense nationale (IHEDN). He has devoted most of his professional career to European affairs and issues related to Central and Eastern Europe. He most recently served as Ambassador of France to Russia from 2020 to 2024, following postings as Ambassador to Poland (2016–2019) and to the Czech Republic (2009–2013). Within the Ministry for Europe and Foreign Affairs, he held several senior positions, including Director for the European Union (2013–2016) and Head of the Common Foreign and Security Policy Department (2002–2005). He also served as Deputy Director of the Cabinet of Pierre Moscovici, Minister for European Affairs, from 1997 to 2002. Pierre Lévy previously headed the Policy Planning Staff (Centre d’analyse et de prévision) of the Ministry (2005–2009) and acted as Secretary General of the commission for the White Paper on France’s foreign and European policy (2007–2008). He has also been posted in Germany and Singapore. Earlier in his career, he worked on international economic and financial issues at both the Ministry of Economy and Finance and the Ministry of Foreign Affairs. He recently published At the Heart of Wartime Russia: A French Ambassador’s Account (Tallandier, 2025). A graduate of ESCP Europe, Sciences Po Paris, and Paris-Dauphine University, he is a former student of the École nationale d’administration.
