Member of the Center for Higher European Studies (National Institute for Public Service, former ENA). He is, among other things, Senior Advisor to the Compagnie Jacques Coeur (since 2013). He was French Ambassador to Latvia (2002-2006), after having served as an Advisor to the French Foreign Minister (1997-2002), Special Envoy to the Balkans and the Caucasus (1999). He also served as Director of the policy planning staff of the French Foreign Ministry (1999-2002). From 2010 to 2013, he was Director of Studies and Research of the Institute of Higher National Defence Studies (IHEDN).
