Le Moyen-Orient est le théâtre de vastes changements mais l’évolution de la région reste problématique: c’est l’un des enseignements que l’on peut tirer de la 14e session de la Conférence de politique mondiale qui vient de se tenir à Abu Dhabi, consacrée à la gouvernance mondiale et à la mondialisation/démondialisation. La World Policy Conference, créée et animée par Thierry de Montbrial, a traité notamment des questions telles que la tournure que prend la rivalité systémique entre les Etats-Unis et la Chine, la situation en Afrique, les effets de la pandémie. Mais la région même où se déroulait la Conférence, le Moyen-Orient, a donné lieu à d’intéressants éclairages.

Dubái, 1 oct (EFE).- El principal problema para Estados Unidos ha pasado de ser el terrorismo islamista y la denominada « guerra contra el terror » de los últimos 20 años a ser China, aseguró este viernes el Alto Representante para la Política Exterior de la Unión Europea (UE), Josep Borrell, en un foro político en Abu Dabi.

« Hasta ahora Estados Unidos hacía frente al terrorismo islamista, lo que ha estado marcado evidentemente por el 11-S. Hace 20 años que están ‘luchando contra el terror’ y ahora han cambiado radicalmente y el problema para ellos es China », afirmó Borrell durante su intervención en la World Policy Conference, celebrada esta año en Emiratos Árabes Unidos.

Borrell aseguró que « se ha terminado la guerra contra el terror » por lo que « ha cambiado el escenario » y hay « una dinámica » por parte de Washington para « rodear a China y por crear una nueva alianza que no está en el Atlántico, está el Pacífico ».

Por lo tanto, para esta nueva alianza estratégica « es con los países del Pacífico », es decir con aquellos « aliados que hacen frente a China desde el punto de vista geográfico y económico », del mismo modo que « la alianza para hacer frente a Rusia se hizo con los países que hacían frente a Rusia, es decir, nosotros », los europeos.

El jefe de la diplomacia europea añadió que « esto nos lleva a una segunda Guerra Fría, a una bipolaridad que tendrá lugar en un marco multipolar ».

« Yo no creo que eso sea del interés de los europeos », auguró Borrell, quien lamentó que Europa ha sufrido en los últimos tiempos « una contracción estratégica ».

« Si Europa es un polo dentro de esta multipolaridad hay que luchar contra esta fuerza que nos empuja a replegarnos a nuestro entorno inmediato », advirtió.

« Por lo tanto, hay que tener una estrategia en el Pacífico (…). Hay que estar presentes en todo el mundo y en particular en el Pacífico. Pero para eso hay que tener la voluntad », concluyó. EFE

El principal problema para Estados Unidos ha pasado de ser el terrorismo islamista y la denominada « guerra contra el terror » de los últimos 20 años a ser China, aseguró este viernes el Alto Representante para la Política Exterior de la Unión Europea (UE), Josep Borrell, en un foro político en Abu Dabi.

بوريل في أول جولة خليجية تشمل قطر والامارات والسعودية

بروكسل- أعلنت المفوضية الاوروبية عن جولة خليجية للممثل الأعلى للاتحاد الأوروبي للشؤون الخارجية والسياسة الأمنية، جوزيب بوريل، تبدأ اليوم وتستمر إلى 3 تشرين الاول/أكتوبر. وتشمل قطر والإمارات العربية المتحدة والمملكة العربية السعودية، في أول زيارة رسمية له كرئيس للدبلوماسية الاوروبية إلى المنطقة.

ومن المقرر أن يلتقي بوريل في وقت لاحق الخميس الأمير الشيخ تميم بن حمد آل ثاني ونائب رئيس مجلس الوزراء وزير الخارجية، الشيخ محمد بن عبدالرحمن آل ثاني. كما سيجتمع مع مستشار الأمن القومي لأمير قطر، محمد بن أحمد المسند.

وينتقل بوريل يوم الجمعة إلى دولة الإمارات العربية المتحدة للمشاركة في مؤتمر السياسة العالمية (WPC) في أبو ظبي. وسيعقد اجتماعات ثنائية على الهامش، بما في ذلك مع رئيس الوزراء الألباني إيدي راما.

ويختتم بوريل جولته الخليجية في المملكة العربية السعودية، حيث سيجتمع في الرياض يوم الأحد مع الأمين العام لمجلس التعاون الخليجي، نايف بن فلاح الحجرف، ووزير الخارجية السعودي فيصل بن فرحان آل سعود. كما سيعقد اجتماعات ثنائية مع وزير التجارة والإعلام ماجد بن عبدالله القصبي، ومع الرئيس اليمني عبد ربه منصور هادي.

Se per gli Emirati è ora di parlare con Turchia e Iran

Le parole del più importante consigliere per la politica estera della corte emiratina si inseriscono nel quadro di distensione tattica che sta interessando il Mediterraneo allargato. Occasione per l’Ue (e per l’Italia) di rientrare tra gli attori positivi e propositivi di questa fase

Parlando alla World Policy Conference ospitata ad Abu Dhabi, il consigliere per la politica estera della casa regnante emiratina, Anwar Gargash, ha detto che gli Emirati Arabi Uniti stanno cercando il modo per appianare divergenze storiche con la Turchia e l’Iran.

Gargash ha spiegato che davanti al disimpegno americano dalla regione e alle tensioni crescenti tra Washington e Pechino, il Golfo deve evitare ulteriori confronti interni e iniziare a gestire le questioni regionali in modo più proficuo – ossia attraverso il dialogo.

È la rappresentazione pratica di quanto sta succedendo nel Mediterraneo allargato, la cosiddetta area Middle East and North Africa secondo la dottrina statunitense: ossia un progressivo allineamento di carattere più tattico che strategico. Fare di necessità virtù, davanti a “un vuoto che è sempre pericoloso”, come ha detto Garagash.

Una necessità esasperata anche dalla crisi prodotta dalla pandemia Covid e dalla sfida rappresentata dalle grandi transizioni, sia quella energetica che pesa sulle economie di molti dei Paesi dell’area, che quella sociale che chiama questi paesi a spingere una qualche forma di evoluzione per mostrarsi più accessibili, affidabili, potabili al resto del mondo.

Se con l’Iran gli Emirati hanno usato sempre una forma di bastone e carota, costruendo è vero la linea dura contro Teheran ma sempre cercando di evitare escalation, la questione ancora più importante riguarda la Turchia. Come ho avuto modo di analizzare per la Fondazione Med Or, il contatto tra Ankara e Abu Dhabi apre a un’occasione di dialogo che potrebbe avere riflesso su molti dossier, come per esempio la Libia (dove i due hanno preso parte anche alle attività militari, più o meno direttamente, tra Tripolitania e Cirenaica).

“Il recente riesame della Turchia delle sue politiche nei confronti dell’Egitto, della Fratellanza e dell’Arabia Saudita e altri è molto apprezzato. E penso che per noi arrivare a metà strada e raggiungere sia molto importante”, ha detto Gargash. E ancora: “Sono molto positivo riguardo al contatto con l’Iran? Sì, lo sono. Sono molto sicuro che l’Iran cambierà il suo corso regionale? Devo dire che sono più realistico qui, ma scommetto che l’Iran è anche preoccupato per il vuoto e l’escalation”.

Ecco, è a proposito di quel vuoto che entra in ballo il ruolo di dialogo e lo spazio diplomatico per l’Unione europea, e dunque per l’Italia anche, nella regione. Quelli passati sono stati giorni in cui tra Europa e Emirati Arabi Uniti si sono registrate incomprensioni a causa di una risoluzione approvata dal Parlamento europeo che critica la situazione dei diritti umani emiratina. Il tema è delicato, tocca un nervo sensibile per Abu Dhabi e si allunga su una relazione altamente strategica, nonché economico-commerciale, con Bruxelles.

Sottovalutare l’importanza emiratina nel quadrante mediorientale è impossibile, mantenere costante il dialogo è necessario. Cogliere questi passaggi – come per esempio le recenti votazioni in Qatar e gli avvicinamenti tra Doha, Riad e Abu Dhabi dopo la riconciliazione di Al Ula – è necessario. E lo è anche comprendere che per sistemi finora chiusi come quelli in discussione, questi passi significano un’apertura non comune, che va certamente appoggiata pur con la consapevolezza che controversie potrebbero anche permanere.

Αργότερα, το απόγευμα της ίδιας ημέρας, ο Οικουμενικός Πατριάρχης, με τη συνοδεία του Μητροπολίτη Γέροντα Χαλκηδόνος Εμμανουήλ και του Πατριαρχικό Διάκονο Βαρνάβα Γρηγοριάδη, είχε συνάντηση με τον αναπληρωτή πρωθυπουργό και υπουργό Εσωτερικών των Ηνωμένων Αραβικών Εμιράτων Σαίφ μπιν Ζαίντ Αλ Ναχιάν (Saif bin Zayed Al Nahyan), με τον οποίο είχε ιδιαίτερα εγκάρδια συνομιλία καθώς γνωρίζονται παλαιόθεν.

Ο Πατριάρχης Βαρθολομαίος θα συναντηθεί με τον Πάπα Φραγκίσκο στο Βατικανό

Ο Οικουμενικός Πατριάρχης Βαρθολομαίος και ο Πάπας Φραγκίσκος στη Ρώμη. ΦΩΤΟΓΡΑΦΙΑ: ΦΩΣ ΦΑΝΑΡΙΟΥ

ΚΩΝΣΤΑΝΤΙΝΟΥΠΟΛΗ. Ο Οικουμενικός Πατριάρχης Βαρθολομαίος θα μεταβεί στο Βατικανό όπου θα συναντηθεί με τον Πάπα Φραγκίσκο της Ρώμης. Πρώτα όμως θα επισκεφθεί το Αμπου Ντάμπι των Ηνωμένων Αραβικών Εμιράτων όπου θα μιλήσει στην Διεθνή Διάσκεψη «World Policy Conference», όπως είχε κάνει και στο παρελθόν.

Τον Πατριάρχη θα συνοδεύει ο Μητροπολίτης Γέρων Χαλκηδόνος Εμμανουήλ, ο οποίος είναι επίσης προσκεκλημένος σ’ αυτή τη Διεθνή Συνδιάσκεψη την οποία διοργανώνει το Γαλλικό Ινστιτούτο Διεθνών Σχέσεων (Institut français des relations internationales – IFRI).

Το επίσημο ανακοινωθέν του Οικουμενικού Πατριαρχείου έχει ως εξής:

«Διά του παρόντος ανακοινούται ότι η Α.Θ.Παναγιότης ο Οικουμενικός Πατριάρχης κ.κ. Βαρθολομαίος, προσκληθείς επισήμως, θα συμμετάσχη και θα ομιλήση εις την 14ην Διεθνή Διάσκεψιν ‘World Policy Conference’, η οποία την φοράν αυτήν θα πραγματοποιηθή εν Abu Dhabi των Ηνωμένων Αραβικών Εμιράτων, κατά τας ημέρας 1-3 αρχομένου μηνός Οκτωβρίου. Υπενθυμίζεται ότι η Α.Θ. Παναγιότης συμμετέσχε και εις προηγουμένας Διασκέψεις της World Policy Conference εις διαφόρους πόλεις, οργανουμένας υπό του Γαλλικού Ινστιτούτου Διεθνών Σχέσεων (Institut français des relations internationales – IFRI).

Κατά την εν Abu Dhabi παραμονήν του, ο Πατριάρχης Βαρθολομαίος θα έχη συναντήσεις και μετ’ ανωτάτων αξιωματούχων των Η.Α.Ε.

Εκείθεν Ούτος θα μεταβή εις Ρώμην, και, φιλοξενούμενος εν τω Βατικανώ, θα έχη συναντήσεις μετά της Α. Αγιότητος του Πάπα και της Α. Χάριτος του Αρχιεπισκόπου Καντουαρίας, μετά των οποίων συνυπέγραψε και εξαπέλυσε προσφάτως Κοινήν Δήλωσιν διά το φυσικόν περιβάλλον και άλλα επίκαιρα προβλήματα της ανθρωπότητος, και θα συμμετάσχη εις διαφόρους άλλας επισήμους εκδηλώσεις·διά πάντα ταύτα θα υπάρξη έτερον Ανακοινωθέν μετά την επιστροφήν της Α.Θ. Στο Abu Dhabi των Ηνωμένων Αραβικών Εμιράτων θα μεταβεί ο Οικουμενικός Πατριάρχης κ.κ. Βαρθολομαίος προκειμένου να συμμετέχει και να μιλήσει στην 14η Διεθνή Διάσκεψη «World Policy Conference», η οποία θα πραγματοποιηθεί το διάστημα 1-3 Οκτωβρίου.

Κατά παραμονή του εκεί, ο Πατριάρχης κ.κ. Βαρθολομαίος θα έχει συναντήσεις και με ανώτατους αξιωματούχους των Η.Α.Ε.

DUBAI – The United Arab Emirates is trying to manage long-running rivalries with Iran and Turkey through dialogue to avoid any new confrontations in the region as the Gulf state hones in on its economy post COVID-19, a senior official said.

Anwar Gargash, diplomatic adviser to the UAE president, told a conference on Saturday there was uncertainty about the United States commitment to the region and concern about a “looming cold war” between Washington and Beijing.

Gulf states, which have strong economic ties with China, are also heavily reliant on the U.S. military umbrella and are closely watching talks between global powers and Iran to revive a 2015 nuclear pact as well as the Taliban’s return to power in Afghanistan after the U.S. withdrawal.

“We will see in the coming period really what is going on with regards to America’s footprint in the region. I don’t think we know yet, but Afghanistan is definitely a test and to be honest it is a very worrying test,” Gargash said.

“Part of what we need to do is manage our region better. There is a vacuum and whenever there is a vacuum there is trouble,” he told the World Policy Conference.

The UAE has moved to de-escalate tensions by engaging with non-Arab Iran and Turkey, whose influence it had moved to counter in conflicts in Yemen, Libya and elsewhere in the region.

The UAE and Saudi Arabia believe the 2015 nuclear pact was flawed for not addressing Iran’s missiles programme and network of regional proxies. The UAE has also moved to combat Islamist groups such as the Muslim Brotherhood which Gulf states see as a threat to their dynastic system of rule.

“Turkey’s recent re-examination of its policies towards Egypt, the Brotherhood and towards Saudi Arabia and others is very welcome. And I think for us to come mid-way and reach out is very important,” Gargash said.

“The Turks have been very positive about what we are saying to them,” he said. “Am I very positive about the reach out to Iran? Yes I am. Am I very positive that Iran will change its regional course? I have to say I am more realistic here, but I am betting Iran is also concerned about vacuum and escalation.”

Gargash said the pandemic placed non-political priorities at the forefront and that a main concern now was being caught in between the United States and China.

“We are all worried very much by a looming cold war. That is bad news for all of us, because the idea of choosing is problematic in the international system, and I think this is not going to be an easy ride,” he said.

High Representative/Vice-President Borrell travels to Qatar, UAE and Saudi Arabia

EU High Representative for Foreign Affairs and Security Policy/Vice-President of the European Commission, Josep Borrell, is travelling to Qatar, the United Arab Emirates and the Kingdom of Saudi Arabia today, 30 September, to Sunday, 3 October. This is his first official visit to the Gulf region as High Representative.

Today, High Representative Borrell is holding bilateral meetings in Doha, Qatar. He is scheduled to meet with Emir Sheikh Tamim bin Hamad Al Thani, as well as with Deputy Prime Minister/Foreign Minister, Sheikh Mohammed bin Abdulrahman Al Thani. They will hold a joint press conference after their meeting, at 12:00 CET. Josep Borrell will also meet with the Advisor for National Security to the Qatari Emir, Mohammed Bin Ahmed Al Misnad.

On Friday, 1 October, High Representative Borrell will be in the United Arab Emirates to participate in the World Policy Conference (WPC) in Abu Dhabi at 12.45 CET. The debates will be livestreamed on the WPC website (link is external). He will have bilateral meetings in the margins, including with Albanian Prime Minister Edi Rama.

On Saturday, 2 October, High Representative Borrell will travel on to the Kingdom of Saudi Arabia. On Sunday, 3 October, he will meet in Riyadh with the Secretary-General of the Gulf Cooperation Council (GCC), Nayef bin Falah Al-Hajraf, and with Saudi Foreign Minister, Faisal bin Farhan Al Saud. They will hold a joint press conference after their meeting, at around 13:00 CET. In the afternoon, the High Representative will also have bilateral meetings with the Minister of Trade and Information, Majid bin Abdullah Al Qasabi, and with the Yemeni President Abdrabbuh Mansur Hadi.

ABU DHABI: Economic and strategic competition between the US and China is putting immense pressure on the Arab Gulf states, a top Emirati official told delegates on the second day of the 14th World Policy Conference in Abu Dhabi.

Anwar Gargash, the UAE’s presidential diplomatic adviser and former ​minister of state for foreign affairs, said the geopolitical rivalry is forcing countries in the region to make impossible choices concerning their strategic and business partnerships.

Gargash urged the international community to speak up against such pressure and not to become pawns in a new Cold War. “I think if this message comes across to the Chinese, to the Americans and to others, I think this will, in itself, create, I would call, a moral collective,” he said on Saturday.

“We’re all worried, very much, by a looming Cold War. That is bad news for all of us because the idea of choosing is problematic in the international system, and I think this is not going to be an easy ride.”

The UAE and other Arab Gulf countries have long been close US allies. However, China has since emerged as a powerful economic player in the region and its thirst for crude oil has made it the Gulf’s biggest buyer, presenting nations like the UAE with a dilemma.

“This is going to be a big challenge for all of us,” Gargash said. “For us here in the UAE, the United States is our predominant strategic partner but China is our number one or two — with India — economic partner.”

Although the Chinese offer lucrative opportunities for trade and business partnerships, Gargash hinted the UAE considers the Americans a more transparent strategic ally.

“China will continue to be extremely important,” Gargash said. “While America’s direction is something you can glean from various readings and conferences and discussions, understanding China’s direction, I think, is more opaque.”

What began as a trade war over China’s economic policies has since evolved into a clash between differing ideologies, leading to mounting tensions in the South China Sea and schisms between the US and its traditional European allies.

US-China bilateral relations nosedived in 2018 when then-President Donald Trump imposed punitive tariffs on China. This was followed by restrictions on China’s access to US tech products and foreign investments involving security concerns and by allegations of unfair Chinese commercial practices.

President Joe Biden has since amplified his predecessor’s policies by strengthening anti-China alliances and implementing additional sanctions. Borrowing from the Cold War playbook, Biden has characterized the US-China conflict as “a battle between the utility of democracies in the 21st century and autocracies.”

Analysts believe US-China tensions are driven less by economic realities and more by great power rivalries — exacerbated by mutual mistrust over each other’s strategic aims.

Gargash highlighted the impact of the COVID-19 pandemic on international affairs, arguing it demonstrated the need for greater cooperation rather than confrontation.

“We are really seeing several dimensions to the changes in the international system,” he said. “I think, on the one hand, the pandemic makes it very very clear that our geostrategic priorities need not only be political … but it can be about other issues.

“It will need, actually, from all of us, an understanding … that confrontation is not the way forward, and communication is the way forward.

“It doesn’t mean that we will be able to change Iran’s perception of its role in the region, or Turkey’s perception of its role in the region, or how we see the Arab world and how it should come back to a more lively regional system. But at the same time I think we need to also understand that it is extremely important that we avoid confrontations.”

UEA menghindari konflik baru untuk memperkuat ekonomi negaranya.

REPUBLIKA.CO.ID, ABUDHABI — Uni Emirat Arab (UEA) mencoba mengelola hubungan dengan dua rival lamanya yakni Iran dan Turki melalui dialog. Demi menghindar konfrontasi baru di kawasan saat negara Teluk itu memperbaiki ekonominya usai pandemi Covid-19.

Di acara World Policy Conference, penasihat presiden UEA bidang diplomasi, Anwar Gargash mengatakan belum ada kepastian mengenai komitmen Amerika Serikat (AS) di kawasan. Ia juga mengungkapkan kekhawatiran ‘perang dingin’ antara Washington dan Beijing.

UEA memiliki hubungan ekonomi yang kuat dengan China, tapi militernya bergantung pada AS. Mereka memantau ketat perundingan dua negara adi daya itu terkait negosiasi kesepakatan nuklir Iran dan berkuasanya Taliban di Afghanistan setelah AS menarik pasukannya.

« Pada periode yang mendatang kami akan melihat apa yang terjadi mengenai jejak Amerika di kawasan, saya kira kami belum tahu, tapi Afghanistan jelas sebuah uji coba dan sejujurnya uji coba yang mengkhawatirkan, » kata Gargash seperti dikutip Aljazirah, Sabtu (2/10) lalu.

« Bagian yang perlu kami lakukan adalah mengelola kawasan kami lebih baik, ada kevakuman dan setiap kevakuman akan ada masalah, » tambah Gargash.

UEA telah bergerak untuk mengurangi ketegangan dengan terlibat dengan negara-negara non-Arab seperti Iran dan Turki. Dua negara itu secara posisi politik dalam konflik Yaman, Libya dan negara-negara- Timur Tengah dan Afrika Utara bertentangan dengan UEA.

UEA dan Arab Saudi mengatakan pakta perjanjian nuklir 2015 cacat karena tidak menyinggung program rudal Iran dan jaringan proksi regionalnya. UEA juga telah bergerak untuk melawan organisasi-organisasi yang beberapa negara Teluk anggap sebagai ancaman bagi sistem kekuasaan dinasti mereka.

« Pemeriksaan ulang Turki pada kebijakan terhadap Mesir, Ikhwanul Muslimin, dan terhadap Arab Saudi dan yang lainnya disambut sangat baik, dan saya kira sangat penting bagi kami untuk saling terhubung dan duduk di tengah, » katanya.

« Turki sangat positif dengan apa yang kami katakan pada mereka, apakah saya sangat positif untuk menghubungi Iran? Ya, saya serius, apakah saya sangat positif Iran akan mengubah arah regional? Di sini saya harus katakan saya lebih realistis, » tambah Gargash.

Ia mengatakan prioritas non-politik saat ini adalah pandemi Covid-19. Namun, kekhawatiran utama UEA adalah terjebak antara AS dan Cina.

« Kami semua sangat khawatir dengan bayang-bayang Perang Dingin, itu berita buruk bagi kami semua, karena dalam sistem internasional gagasan milih itu problematik, dan saya kira tidak akan mudah untuk dilalui, » katanya.

The United Arab Emirates (UAE) is trying to handle any new confrontation between Turkey and Iran (Turkey-Iran) through dialogue. Anwar Gargash, diplomatic advisor to the President of the UAE, has warned the world that the situation between the US and China will have an impact on the region.

In a conference, he said that his country is engaged in improving the condition of its economy after COVID-19. He told that there has been concern about American commitment to this region and the looming Cold War between America and China. The Gulf country UAE has strong economic ties with China and strong military ties with the US.

Watching the situation in Afghanistan

At present, the UAE is eyeing talks between Iran and global powers over the 2015 nuclear deal and the Taliban’s return to power after the withdrawal of US forces from Afghanistan. We will see what is really happening in this area with the steps of America. I don’t think we know right now but Afghanistan is definitely a challenge and certainly it is a worrying situation.

Speaking at the World Policy Conference, he said, “We need better management in our region because there is a vacuum and whenever such a situation arises there is trouble.”

The need to advance peace

By engaging with Iran and Turkey, the UEA seeks to de-escalate tensions in the region, which had once moved towards controlling the influence of these countries in conflicts in Yemen, Libya and other regions of the region. Gargash said that Turkey has recently re-examined its policies with Egypt, the Brotherhood and Saudi Arabia and other countries, which is welcome and I think we are in the middle and it is very important to expand it.

Worried about the gravity of the situation

He said that Turkey is very positive about what we are telling them. But am I very positive that Iran will also change its position? So I have to say yes I am a realist. I can say with certainty that Iran is also concerned about this emptiness and the seriousness of the situation.

The President’s adviser said that the Corona epidemic has put non-political priorities at the fore and now the biggest concern is about America and China. Everyone is worried about the looming cold war. This is bad news for all of us because choosing one is the problem in the international system and I don’t think it’s going to be easy.

ABU DHABI, 3rd October 2021 (WAM) – A number of ministers and officials from the United Arab Emirates have participated in the World Policy Conference, hosted in Abu Dhabi, to share the geopolitical, cultural, and economic priorities of the country.

Founded in 2008 by Thierry de Montbrial, Chairman of the French Institute of International Relations, the World Policy Conference held its fourteenth edition from October 1-3, 2021 in the UAE for the first time. The World Policy Conference brings together top-level decision-makers, academics, and opinion leaders from over 40 countries to discuss solutions to contemporary global challenges and forge bonds between key international actors.

UAE officials participating in the World Policy Conference included Dr. Anwar Gargash, Diplomatic Advisor to President His Highness Sheikh Khalifa bin Zayed Al Nahyan and UAE officials from the Ministry of Foreign Affairs and International Cooperation; Sheikh Shakhbout bin Nahyan bin Mubarak Al Nahyan, Minister of State; Khalifa Shaheen Almarar, Minister of State; Reem bint Ibrahim Al Hashemy, Minister of State for International Cooperation; and Salem Mohammed Al Zaabi, Director of the International Security Cooperation Department at the Ministry of Foreign Affairs and International Cooperation.

Dr. Gargash participated in a discussion with Thierry de Montbrial on geopolitical issues on Saturday, October 2. During his participation, Gargash addressed regional and international challenges, noting « Confrontation is not the way forward. Rather, conversation is the way forward. The UAE is exerting all efforts to maintain dialogue between states. The Abraham Accords are emblematic of this: the Accords have been a success in breaking the psychological barrier to peace and strengthening the economic and people-to-people benefits that all can reap. »

« The UAE has historically played a significant role as a mediator and facilitator, and our priority is on maintaining the fabric of trust in the international community in order to encourage positive engagement between states, » Dr. Gargash added.

In his participation in a workshop on Africa held on Saturday, Sheikh Shakhbout Al Nahyan reviewed the UAE’s efforts to strengthen partnerships throughout the African continent, pointing to the ways in which the UAE has expanded economic and political relations with African states in recent years.

Sheikh Shakhbout remarked, « We are excited to enter a new era, post COVID-19, when we will be able to build stronger partnerships across Africa with the hopes of creating a better future for our countries and regions a future built on stability, security, and sustainability. We understand that the only way to achieve this is through dialogue, open channels of communication, the exchange of information and knowledge, and above all, the development of strategic partnerships that are mutually beneficial. »

Almarar, during a session entitled « Middle East and External Powers » held on Sunday, October 3, underscored the UAE’s commitment to reinforcing regional stability and security through a multilateral, rules-based approach in coordination with its international partners.

In his remarks, Almarar stated, « We have to acknowledge that there are legitimate concerns and legitimate interest among world powers in the development of the Middle East insofar as security and stability are concerned There is consensus among Arab countries that any malicious intervention in crises in the region can make a very complex situation more complex. Therefore, we feel it is necessary to promote stability, security, and the peaceful resolution of conflicts. »

Al Hashemy attended virtually to highlight the UAE’s hosting of Expo 2020 Dubai, stating, « I am proud to share with you all that yesterday’s opening of Expo 2020 Dubai was one that exemplified the years of hard work and aspirations of the UAE and all participating countries and organizations. With 192 participating countries, Expo 2020 Dubai will act as a global platform dedicated to bringing people, nations, and communities together to build bridges, enable action, and inspire real-life solutions to real-world challenges for the first time since the beginning of the pandemic. It is also an opportunity for humanity to convene in the spirit of hope, optimism, and positive change for the future. »

Al Zaabi participated in a session on « Afghanistan and the Sahel » on Sunday. During his participation, Al Zaabi reviewed the UAE’s efforts to address the humanitarian and security situations in areas currently experiencing conflict, remarking, « The historic importance of Afghanistan cannot be understated, nor can its impact on the regional climate for security and stability. »

UAE minister Sheikh Nahyan bin Mubarak opens World Policy Conference in Abu Dhabi

ABU DHABI (RAHNUMA): Sheikh Nahyan bin Mubarak Al-Nahyan, UAE tolerance and coexistence minister, officially opened on Friday the World Policy Conference (WPC) in Abu Dhabi.

“We welcome you again to the United Arab Emirates and Abu Dhabi, as a distinguished group of influential political, economic and business leaders,” Al-Nahyan said during the opening.

The minister praised the country’s efforts at co-existence among different cultures and religions and said it creates a conducive environment and makes doing business easier.

WPC is an independent organization which was launched in 2008 by Thierry de Montbrial, the President and Founder of the French Institute of International Relations, to enhance governance and promote a more open and prosperous world.

The organizers say the annual event “brings together leading figures from all five continents – political and business leaders, academics and journalists – in a spirit of tolerance that is the only one conducive to the pursuit of the common good.”

During an earlier session, Josep Borrell Fontelles, the high representative of the EU for Foreign Affairs and Security Policy, spoke about the neighboring Middle East, the Lebanese crisis and Tunisia.

“I don’t think we need a full strategy from Gibraltar to Syria, but we need to have a clear idea of how to deal with our neighbors, and I think we have,” he said, highlighting that Lebanon is a different case.

Fontelles added that since the Beirut port explosion, he and other officials including French President Manual Macron, have been pushing the political class of Lebanon to act and face the political challenges of the country, but admitted that the EU’s “ambitions” for the region have not been “fulfilled.”

“We can help them, we can provide political support, we can put political pressure, but we can not substitute them,” he commented on the current Lebanese crisis.

Meanwhile in Tunisia “we had to place ourselves in respect to the political development,” Fontelles added.

On behalf of Saudi Arabia’s foreign minister Prince Faisal bin Farhan, deputy minister for foreign affairs Waleed Alkhereiji, conveyed the Kingdom’s congratulations to the UAE on its 50th national day, the inauguration of Expo 2020 in Dubai as well as organizing the 14th World Policy Conference.

High Representative/Vice-President Borrell Travels To Qatar, UAE And Saudi Arabia

EU High Representative for Foreign Affairs and Security Policy/Vice-President of the European Commission, Josep Borrell, is travelling to Qatar, the United Arab Emirates and the Kingdom of Saudi Arabia today, 30 September, to Sunday, 3 October. This is his first official visit to the Gulf region as High Representative.

Today, High Representative Borrell is holding bilateral meetings in Doha, Qatar. He is scheduled to meet with Emir Sheikh Tamim bin Hamad Al Thani, as well as with Deputy Prime Minister/Foreign Minister, Sheikh Mohammed bin Abdulrahman Al Thani. They will hold a joint press conference after their meeting, at 12:00 CET. Josep Borrell will also meet with the Advisor for National Security to the Qatari Emir, Mohammed Bin Ahmed Al Misnad.

On Friday, 1 October, High Representative Borrell will be in the United Arab Emirates to participate in the World Policy Conference (WPC) in Abu Dhabi at 12.45 CET. The debates will be livestreamed on the WPC website. He will have bilateral meetings in the margins, including with Albanian Prime Minister Edi Rama.

On Saturday, 2 October, High Representative Borrell will travel on to the Kingdom of Saudi Arabia. On Sunday, 3 October, he will meet in Riyadh with the Secretary-General of the Gulf Cooperation Council (GCC), Nayef bin Falah Al-Hajraf, and with Saudi Foreign Minister, Faisal bin Farhan Al Saud. They will hold a joint press conference after their meeting, at around 13:00 CET. In the afternoon, the High Representative will also have bilateral meetings with the Minister of Trade and Information, Majid bin Abdullah Al Qasabi, and with the Yemeni President Abdrabbuh Mansur Hadi.

UAE official says time to manage rivalry with Iran and Turkey

DUBAI (Reuters) – The United Arab Emirates is trying to manage long-running rivalries with Iran and Turkey through dialogue to avoid any new confrontations in the region as the Gulf state hones in on its economy post COVID-19, a senior official said.

Anwar Gargash, diplomatic adviser to the UAE president, told a conference on Saturday there was uncertainty about the United States commitment to the region and concern about a « looming cold war » between Washington and Beijing.

Gulf states, which have strong economic ties with China, are also heavily reliant on the U.S. military umbrella and are closely watching talks between global powers and Iran to revive a 2015 nuclear pact as well as the Taliban’s return to power in Afghanistan after the U.S. withdrawal.

« We will see in the coming period really what is going on with regards to America’s footprint in the region. I don’t think we know yet, but Afghanistan is definitely a test and to be honest it is a very worrying test, » Gargash said.

« Part of what we need to do is manage our region better. There is a vacuum and whenever there is a vacuum there is trouble, » he told the World Policy Conference.

The UAE has moved to de-escalate tensions by engaging with non-Arab Iran and Turkey, whose influence it had moved to counter in conflicts in Yemen, Libya and elsewhere in the region.

The UAE and Saudi Arabia believe the 2015 nuclear pact was flawed for not addressing Iran’s missiles programme and network of regional proxies. The UAE has also moved to combat Islamist groups such as the Muslim Brotherhood which Gulf states see as a threat to their dynastic system of rule.

« Turkey’s recent re-examination of its policies towards Egypt, the Brotherhood and towards Saudi Arabia and others is very welcome. And I think for us to come mid-way and reach out is very important, » Gargash said.

« The Turks have been very positive about what we are saying to them, » he said. « Am I very positive about the reach out to Iran? Yes I am. Am I very positive that Iran will change its regional course? I have to say I am more realistic here, but I am betting Iran is also concerned about vacuum and escalation. »

Gargash said the pandemic placed non-political priorities at the forefront and that a main concern now was being caught in between the United States and China.

« We are all worried very much by a looming cold war. That is bad news for all of us, because the idea of choosing is problematic in the international system, and I think this is not going to be an easy ride, » he said.

Participant à un panel animé par l’ancien Premier ministre du Bénin Lionel Zinsou, Aminata Touré, ancien Presidente du CESE a demandé les excuses de la part de ceux qui au début de la pandémie, annonçaient des millions de morts en Afrique.

Selon elle, c’est parce que l’Afrique reste largement sous-estimée et jugée comme peu capable de relever les défis qui se présente à elle. Mimi Touré a exhorté les africains, leaders comme citoyens, à résolument croire en eux-mêmes comme ils l’ont fait durant les longs mois où ce fut du chacun pour soi.

L’Afrique, dit-elle, a été résiliente malgré l’impact économique très dur sur les populations; aussi les pays africains doivent travailler à accomplir rapidement les conditions de leur propre indépendance économique et sociale, la priorité étant, selon elle, l’indépendance sanitaire et pharmaceutique.

Mimi Touré a également fait le plaidoyer pour l’industrialisation urgente du continent qui continue à importer des produits qui peuvent être fabriqués sur le continent, ce qui créerait les emplois si nécessaires à sa population jeune.

Selon Mimi Touré toujours, l’Afrique doit envisager l’avenir avec optimisme pour peu qu’elle fasse preuve d’audace et de détermination. Kagame Blames Rich Nations For Double Standard, Hypocrisy

President Paul Kagame has gone after wealthy nations, blaming them for their actions that contradict what they portray as their values in the current troubled world order.

He accused rich nations of hording COVID-19 vaccines and at the same time slapping travel restrictions on poor countries because their citizens are not vaccinated.

“…the double standards and hypocrisy that consistently applied to Africa, show that something else is going on,” Kagame said while addressing the World Policy Conference, in Abu Dhabi on October 1. “We seem to be turning a corner on the pandemic, despite obstacles.”

For example, Kagame said, “COVAX was supposed to be a solution to assist low-income countries to get access to vaccines and therapies. But Covax could not compete with wealthy countries for supply, and we saw examples of hoarding,” the President noted.

He accused the rich countries for contradicting themselves because “they are the ones who were offering vaccine doses through COVAX.”

“To add insult to injury, we now see some travel restrictions based on where people were vaccinated, even though the vaccines themselves are exactly the same. So we have now an issue of where you’re vaccinated, something else that’s about to come or is slowly coming is; what type of vaccine,” Kagame said.

I am happy to be back to the World Policy Conference, and I wish to thank Thierry de Montbrial for the invitation to join you here in Abu Dhabi.

The past two years have been particularly consequential.
The Covid pandemic is unprecedented, but it has exposed weaknesses, in both the national and global systems, that have been there all along.

This includes insufficiencies in both public health and governance.
The crisis has also revealed, quite starkly, the economic and power imbalances within the international community.
While major powers work to contain and constrain each other, Africa is at the receiving end, in all senses.

That means, of course, that when vaccine supplies are scarce, Africa is last in line to get doses.
Africa is also, almost as an afterthought, attacked for all sorts of things, in the name of so many things including democracy, human rights, as if these concepts or values are totally foreign to Africa.

You could say that one function of Africa in international relations is to serve as a foil for the importance of universal values, precisely because so many states outside of Africa continue to fall short themselves.

The unspoken assumption is that only rich countries and their political elites have interests.
Poor countries should allow their interests to be looked after by others.

The rights and well-being of ordinary people are completely forgotten. We cannot talk about a theoretical democracy that is not built on what the actual citizens of that place desire for themselves, their families, and their societies.

That’s the confusion, in some cases, for example, of contemporary liberal democracy with its singular emphasis on individual freedoms, identities, and desires, even at the expense of the common good.
This is not to say that there are no serious shortcomings in Africa, like elsewhere there is a lot to address in Africa. That is not the point at all.

But the double standards and hypocrisy that consistently applied to Africa, show that something else is going on.
However, where the main global players have stuck to certain principles, things can and do work.
We seem to be turning a corner on the pandemic, despite obstacles. For example, COVAX was supposed to be a solution to assist low-income countries to get access to vaccines and therapies.

But Covax could not compete with wealthy countries for supply, and we saw examples of hoarding. In actual fact, the rich countries are the ones who were offering vaccine doses through COVAX.

To add insult to injury, we now see some travel restrictions based on where people were vaccinated, even though the vaccines themselves are exactly the same. So we have now an issue of where you’re vaccinated, something else that’s about to come or is slowly coming is; what type of vaccine.
Despite this, there is progress.

Access to vaccines has begun to increase, both through donations and doses we purchase for ourselves.
In Rwanda, we have administered more than 2 million doses, and 90% of residents of cities, especially the capital, Kigali, have received a dose.

We see also cooperating with various commercial and development partners to launch an ambitious program to manufacture vaccines and other pharmaceuticals for the African market, beginning next year.
So, even though things could have been better, we do appreciate the good cooperation that has been there.
Another area where good partnerships can produce results is in the fight against insecurity, terrorism, extremist ideologies, including genocide ideology.

There are cross-border challenges that require close cooperation. Rwanda’s engagement in peacekeeping and peacebuilding missions in Africa falls under this rubric.

Islamist insurgents are now on the run in northern Mozambique in the province of Cabo Delgado, because of a good program of cooperation between Rwanda’s Defence Forces, and those of Mozambique and the region.

Similarly, our commitment to the Central African Republic, which is both bilateral and multilateral, through the United Nations, aims to create the space for the country to chart its own path to political reconciliation, peacefully.
The next step is to consolidate the gains and focus on providing services and guaranteeing rights for citizens.

These are just two examples that might link to some of the themes under discussion at this event.
Once again, I thank the World Policy Conference for this wonderful evening and opportunity. And thank you all for your kind attention and interest.

President Paul Kagame says that the African continent continues to be a victim of global power flex where the interests of the continent don’t count but rather those of rich or developed countries that wish to set the narrative.

Speaking at the World Policy Conference in Abu Dhabi, United Arab Emirates (UAE) on Friday, the Head of State said that the past two years have been particularly consequential, with the Covid-19 pandemic exposing the stark inequality between countries and continents.

“The Covid pandemic is unprecedented, but it has exposed weaknesses, in both the national and global systems, that have been there all along. This includes insufficiencies in both public health and governance,”

“The crisis has also revealed, quite starkly, the economic and power imbalances within the international community,” President Kagame said.

Democracy Question

Vaccine Inequality

Regarding the Covid-19 outbreak, President Kagame said the continent seems to be turning a corner on the pandemic, despite obstacles, including low vaccination levels.

“For example, COVAX was supposed to be a solution to assist low-income countries to get access to vaccines and therapies. But Covax could not compete with wealthy countries for supply, and we saw examples of hoarding,”

“In actual fact, the rich countries are the ones who are offering vaccine doses through COVAX. To add insult to injury, we now see some travel restrictions based on where people were vaccinated, even though the vaccines themselves are exactly the same,”

President wondered how the world today is moving to the question of where you’re vaccinated and “something else that’s about to come or is slowly coming”, which is what type of vaccine one has taken.

This follows emerging reports that several countries will consider people vaccinated on the African continent ‘unvaccinated’, a move that has infuriated many and raised questions.

Regardless of that, President Kagame said that there is progress and access to vaccines has begun to increase, both through donations and doses countries purchase themselves.

President Paul Kagame is in Abu Dhabi, United Arab Emirates (UAE), where he is expected to speak the 14th edition of the World Policy Conference (WPC), organized by the Paris-based think tank, Institut français des relations internationales (IFRI) and chaired by its founder Thierry de Montbrial.

The international conference, which begins today and ends on October 3, was founded in 2008 and is dedicated to helping promote a world that is more open, more prosperous and fairer.

“This requires an unremitting effort to understand the actual forces at play and the interactions between them, as well as to explore non-aggressive ways of adapting how States connect with each other at all levels, while respecting the culture and fundamental interests of each nation,”

“As the previous editions, this 14th edition will address the major issues of global governance from the point of view of middle powers. More than 200 international leading figures will participate in Abu Dhabi,” the organisers said.

The 14th edition will cover issues such as the post-pandemic world, globalization mutations; transatlantic relations in the Joe Biden era; world digitalization after the pandemic; Europe’s positioning in the United States/China rivalry context; global health governance’s new challenges; issues related to critical raw materials, energy, environment and climate; the international monetary system; food security, space conquest, technologies governance.

Other topics to be discussed include Europe; the Middle East in 2030; Africa and especially North/West Africa; Afghanistan and the Sahel; Russia; China and new foreign policy trends in East Asia and the Indo-Pacific area and more.
